Fisheries compliance officers, observer debriefers and monitoring, control and surveillance (MCS) personnel are gathering in Tarawa this week for a four-day national training workshop on the Parties to the Nauru Agreement (PNA) Compliance Case Register (PCCR).
The workshop runs from Tuesday 6 October to Friday 9 October 2026 and is facilitated by the PNA Office (PNAO). It is designed to strengthen how Kiribati records, reviews and resolves fisheries compliance cases that arise from observer reports and related monitoring.
Participants will work through the PNA’s legal and compliance framework — including the Nauru Agreement, the Palau Arrangement, the FSM Arrangement and the wider Western and Central Pacific Fisheries Commission (WCPFC) context — and the roles of Kiribati as a coastal State and flag State under the United Nations Convention on the Law of the Sea (UNCLOS) and including as observer providers in related instruments.
A core focus of the week is practical use of the PCCR system: logging in, understanding roles and case visibility, tracking observer-reported issues, and building stronger observer evidence packages. Sessions also cover standard operating procedures for reviewing observer data (including GEN-3 issues), debriefing practices, investigation guidelines, and the Party Observer Agency (POA) Debriefing Questionnaire.
Day-by-day themes take participants from legal foundations and an introduction to PCCR on Day 1, through observer-data handling and investigation SOPs on Day 2, to hands-on questionnaire and case-creation practice on Day 3, finishing with group exercises, presentations and feedback on Day 4.
Workshop objectives include enabling participants to navigate and use PCCR to document and resolve cases; apply the POA Debriefing Questionnaire and related SOPs with confidence; and strengthen collaboration in support of PNA compliance efforts. Expected outcomes include more effective engagement with the register, clearer understanding of the inter-Party compliance process and observer data flow, and improved standards for observer debriefing and statement collection.
The training is aimed at compliance officers involved in fisheries monitoring and regulation, observer debriefers who compile reports for compliance purposes, and MCS personnel responsible for monitoring and reporting non-compliance.
