Kiribati and Cook Islands Strengthen Cooperation on Seabed Minerals
A Kiribati delegation, led by the Minister for Fisheries and Ocean Resources, Hon. Ribanataake Tiwau, together with three senior government officials, undertook a three-day fact-finding mission to the Cook Islands Seabed Minerals Authority (SBMA) from 7–9 September 2026. The mission aimed to strengthen cooperation and exchange knowledge on the responsible management and potential future development of deep-sea mineral resources for the benefit of the people of Kiribati.
The mission provided an important opportunity for Kiribati to learn from the Cook Islands’ experience in establishing a strong, responsible, and transparent seabed minerals regime, including legislation, exploration licensing, compliance, environmental safeguards, institutional arrangements, commercial partnerships, and exploration operations.
The fact-finding mission is an important step towards shaping a strong, nationally owned, and science-based pathway for Kiribati. The lessons gained will help inform the development of appropriate laws, capable institutions, robust environmental safeguards, and transparent decision-making, while ensuring that Kiribati determines its own approach based on its national priorities, circumstances, and the long-term interests of the I-Kiribati people.

Tingika Elikana, Minister of Foreign Affairs; Mrs Stacey Beverly Ataera, Commissioner of the SBMA; the SBMA team; CIIC; and the committed licence holders for their warm hospitality, openness and valuable support. The Cook Islands’ willingness to share its experience provides a strong foundation for continued Pacific cooperation and knowledge-sharing on seabed minerals governance framework among like-minded sovereign island states.
